How did Texas Crime Stoppers begin?
On June 10, 1981, House Bill 1681 created a state program to assist local Crime Stoppers programs and was effective September 1, 1981. The legislation created the Governor's Crime Stoppers Advisory Council within the Criminal Justice Division of the Governor's Office.
Advisory Board Members: Tina Alexander Sellers - Lufkin, Texas. Dorothy Spinks - Marble Falls, Texas. Brian Thomas - Amarillo, Texas. Melvin Joyner - Wichita Falls, Texas. Nelda Garcia - Alice, Texas.
Crime Stoppers: The Concept.
Crime Stoppers was developed in 1976 in Albuquerque, New Mexico by Greg MacAleese, a police detective. Detective MacAleese was working on a homicide investigation and ran out of leads. However, he felt that someone in the community knew details of the murder. Detective MacAleese arranged to film a re-enactment of the crime and have it shown on the local television station. At the same time, a reward was advertised as being offered by a local civic organization. Within a week, Detective MacAleese had received a tip from an informant that led to the arrest of the individual responsible and the reward was paid.
